3.A document of this kind will be carried
on each ship which loads any part of the
cargo in question, It will be explained
owners of the ships which carry form
these goods that they must not carry any goods
to firms to China which ape not on the White
List, and the Consul General will satisfy
himself that the consignees of those items
of the cargo which are destined for ports in
China are on the White List befor
the document inquestion, I think it advis-
able to communicate the arrangement to you
in order that vessels carrying portions of
the cargo question may not be delayed in
the Colony.
